The General Administration of Customs (GAC) and State Administration of Foreign Exchange (SAFE) jointly issued on 3 September 2013 the Notice concerning the Further Reform of Paperless Customs Clearance to Reduce Paper Documents Processing and Improve Foreign Exchange Services and Administration for Trade (the Notice), which clarifies that from 16 September 2013 Customs will not provide paper customs documents and foreign exchange (forex) payment certificates for class-A enterprises subject to the forex administration system for trade in goods approved by the SAFE offices. Customs shall still provide paper customs documents and forex payment certificates for class-B and C enterprises subject to the forex administration system for trade in goods approved by the foreign exchange authorities under the current rules.
